Tsang appeared alongside Chief Executive John Lee at a press conference on Tuesday morning, speaking after Lee announced that the top official was resigning due to health concerns. Tsang said his heavy workload had taken a toll on his health, and that his Prostate-Specific Antigen index had been above 11 for some time. This suggests a substantially higher risk of prostate cancer. “During this time, I’ve done different checks including ultrasound, MRI and invasive biopsy,” he said in Chinese. “But the situation has not improved.” “After discussing with family and doctors, [we] believe the best way to handle things right now is to put down my work, de-stress, and recuperate,” Tsang added. “So, after the Legislative Council elections, I... decided to submit my resignation to the chief executive.” The official was appointed the head of the Constitutional and Mainland Affairs in 2020.
