20th December 2025 – (Hong Kong) Hong Kong ranks among the world’s most prepared regions for artificial intelligence, according to the United Nations Conference on Trade and Development’s latest Technology and Innovation Report, the Our Hong Kong Foundation (OHKF) said on Friday. The 2025 edition, titled Inclusive Artificial Intelligence for Development, assesses readiness across three pillars — infrastructure, data and skills — with Hong Kong judged a leader in all three in a review of more than 100 economies. OHKF contributed to the report’s preparation.
Lillian Cheong Man-lei, Under Secretary for Innovation, Technology and Industry in the Hong Kong SAR Government, said the city will continue to serve as a bridge between East and West, sharing expertise and fostering progress and cross‑sector collaboration in AI. The report forecasts the global AI market will reach 4.8 trillion U.S. dollars by 2033, highlighting AI’s ability to amplify other technologies and enhance human–machine collaboration, particularly when combined with the Internet of Things, big data and blockchain to accelerate digital transformation across industries.
Alex Mak, head of Greater Bay Area Development at OHKF, said Hong Kong holds unique strengths as a conduit between the Chinese mainland and international markets. He suggested the city could develop an internationally recognised AI standards and certification platform and pursue mutual recognition frameworks with other economies.
