Hong Kong Park in Hetao I&T Zone opens, officiated by CE John Lee

22nd December 2025 – (Hong Kong) Chief Executive John Lee officiated today at the opening of the Hong Kong Park within the Hetao Shenzhen–Hong Kong Science and Technology Innovation Co‑operation Zone, a flagship platform of the Guangdong–Hong Kong–Macao Greater Bay Area under China’s 14th Five‑Year Plan. Envisioned as a world‑class innovation hub linking the Mainland and global markets, the Park aims to cultivate and advance new quality productive forces for the nation.

Speaking at the ceremony, Mr Lee said the Hetao Co‑operation Zone is designed to be a world‑class innovation platform spanning two social systems, drawing on the complementary strengths of their economic frameworks and legal regimes. He pledged to accelerate development at the Hong Kong Park through institutional alignment, stronger policy support, and the active attraction of high‑quality enterprises and top research teams. He expressed confidence that Hetao would become both the bridgehead and proving ground for Hong Kong’s innovation and technology (I&T) growth, and a showcase for pioneering policies in the Greater Bay Area and the wider global innovation landscape—acting as a powerful engine for Hong Kong’s economy.

The Hong Kong Park is being developed in batches across two phases. Of the eight buildings in the first batch of Phase 1, two wet‑laboratory‑enabled facilities and one talent accommodation block have been completed, offering approximately 32,000 square metres of floor space and 100 apartment units, respectively. More than 60 institutions and companies have begun moving into the wet‑lab buildings, and the accommodation welcomed its first tenants this month. Foundation and superstructure works for the remaining five buildings are under way, with progressive completion from 2027.

Planning for Phase 2 has been finalised. Across both phases, the Park will provide up to 2 million square metres of gross floor area. Functionally, it will comprise specialised zones focused on pillar sectors—including life and health technologies, artificial intelligence and data science, emerging technologies and advanced manufacturing—to integrate upstream, midstream and downstream activities and build a comprehensive I&T value chain.

To expedite construction, the Park Company has conducted an expression‑of‑interest exercise for selected plots in the remaining Phase 1 land to leverage market participation for faster, more efficient delivery. It received 27 submissions and is analysing responses to prepare an orderly launch of land parcels from 2026. The HKSAR Government will consider tender and other disposal models to optimise market resources in co‑developing the Park.

At the event, Mr Lee also announced the commencement of the Western Cross‑River Link Bridge Project to connect the Hong Kong and Shenzhen parks. The link will enhance the Co‑operation Zone’s transport network, streamline cross‑boundary flows, and demonstrate the benefits of joint boundary facilities and innovative management policies. The design will integrate with the surrounding ecology, prioritise low‑carbon technology, safety, convenience and visual amenity, and adopt a single‑span river crossing—creating a new landmark that embodies the “one zone, two parks” concept and strengthens the Greater Bay Area innovation network.

Attendees included Xu Qifang, Executive Deputy Director of the Hong Kong and Macao Affairs Office of the State Council; Zhou Ji, Director of the Liaison Office of the Central People’s Government in the HKSAR; Luo Huangho, Vice Mayor of Shenzhen; Financial Secretary Paul Chan; Deputy Financial Secretary Michael Wong; Secretary for Innovation, Technology and Industry Professor Sun Dong; Secretary for Development Bernadette Linn; and Permanent Secretary for Innovation, Technology and Industry and Chairman of Hong Kong–Shenzhen Innovation and Technology Park Limited, Kevin Choi.

Mr Lee also toured the Park’s wet‑lab buildings to review facilities, environment and facilitation measures for tenants, and exchanged views with I&T enterprises already established on site.
