Victor Pang appointed Commissioner of Civil Aid Service from January 2026

19th December 2025 – (Hong Kong) The Government today announced the appointment of Mr Victor Pang Wing‑seng as Commissioner of the Civil Aid Service (CAS) for a two‑year term commencing on 1st January 2026. The Chief Executive made the appointment under the Civil Aid Service Ordinance (Cap. 518).

Welcoming the decision, the Secretary for Security, Mr Chris Tang Ping‑keung, praised Mr Pang’s commitment and leadership. “Mr Pang joined the CAS as a volunteer in 2021 and was promoted to Deputy Commissioner in 2025. He has demonstrated deep dedication to the Service and exemplary executive and leadership skills. I am confident that under his leadership, the CAS will remain an efficient auxiliary service, providing quality and reliable support to the public,” Mr Tang said.

Mr Tang also expressed gratitude to the outgoing Commissioner, Mr Lo Yan‑lai, for his long service and contributions. “Mr Lo has served the CAS for 44 years, including the past seven as Commissioner. He has led the Service in numerous major rescue operations and events, including efforts to combat the COVID‑19 epidemic, and has shown exceptional dedication to youth development. Under his leadership, the CAS consistently delivered timely, professional support to regular disciplined services, helping to keep Hong Kong safe and liveable,” he added.

The CAS is a government‑funded auxiliary emergency service comprising more than 3,700 volunteer members from all walks of life. Its Cadet Corps includes over 4,000 young people aged 12 to 17.
