China’s non‑student youth jobless rate eases to 16.9% in November

19th December 2025 – (Beijing) China’s National Bureau of Statistics said on Tuesday (16th December) that the urban unemployment rate among 16‑ to 24‑year‑olds not in education stood at 16.9% in November, down 0.4 percentage points from October.

Headline urban surveyed unemployment was 5.1% in November, unchanged from the previous month. By age cohort, the unemployment rate for non‑student workers aged 25–29 was 7.2%, while the rate for those aged 30–59 was 3.8%, both flat month on month. The data also show an urban unemployment rate of 5.3% for residents with local household registration and 4.7% for migrant household registrants. Employees in enterprises worked an average of 48.6 hours per week in November.
